$225M in federal AI contracts for BigBear.ai — but only 29% of backlog actually funded

BigBear.ai reported on October 13 more than $225M in new federal AI awards since July — defense, homeland security, intelligence, civilian agencies. Buried in the same release: only 29% of its backlog was funded at the close of Q2 2026. Cardan-AI breaks down the gap between a notified contract and a budget actually committed.

On October 13, 2026, BigBear.ai announced more than $225 million in new federal contracts and awards secured since July, spanning defense, homeland security, intelligence, and civilian agencies, with a growing share of generative AI work. The stock rose nearly 5% on the news.

The same release contained a quieter disclosure: at the close of the second quarter of 2026, only 29% of the company's contract backlog was actually funded. The rest consists of contract ceilings and unexercised options — commitments notified by the sponsoring agency, but not yet backed by appropriated and obligated budget authority.

This is a central distinction in the U.S. federal procurement ecosystem, built overwhelmingly around IDIQ (Indefinite Delivery, Indefinite Quantity) vehicles: the amount announced at signing is a ceiling on potential orders, not a payment promise. The agency then exercises, quarter by quarter, the tranches it actually funds — and that exercise depends on a federal budget process currently marked by repeated continuing resolutions rather than appropriations bills passed on schedule.

For an investor or buyer evaluating a defense-facing AI vendor, the number that matters is not the headline backlog figure but its funding ratio. A $225M backlog funded at 29% represents, in firm budget commitments, less than $65M — the rest is an option on future appropriations, not guaranteed revenue.
