Defense: record VC funding ($19.8B) but the real constraint is now "trust", not technology

Deloitte's midyear update to its 2026 Aerospace and Defense Industry Outlook records an unprecedented capital surge: $19.8 billion in defense tech venture capital in Q1 2026, up 146% year-over-year, with autonomous systems alone capturing nearly a third of that total. The 2026 US defense AI strategy explicitly calls for an "AI-first" force.

The more telling signal in the report is not the funding record itself but the sentence that accompanies it: Deloitte notes that the constraint on AI deployment in defense has shifted from model capability to "trusted deployment". In other words, the missing input is no longer the technology — it is the institutional capacity to certify it and rely on it in mission-critical settings.

That shift also shows up in workforce decisions: in April 2026, the Department of the Air Force approved an AI talent strategy built around proof-of-skill requirements and a mandatory baseline of AI literacy — an investment in verifiable competence, not just headcount. Budget priorities are moving the same way, toward munitions, drones, counter-UAS, autonomy, missile defense, space, cyber and industrial-base expansion.
